20-litre ruling takes effect now

THE ban on the sale of petrol and diesel over 20 litres to foreign cars within a radius of 50km from any point of entry into the country will take effect today.

Domestic Trade, Cooperative and Consumerism Minister Datuk Seri Ismail Sabri Yaakob said the ban, which was aimed at preventing the smuggling of petrol and diesel, would be in place until a new mechanism for the management of oil subsidy is implemented in May next year.

With the ruling, he said, only Singapore-registered vehicles were allowed to leave Malaysia with more than 20 litres in their tanks as the authorities in the republic had already imposed a ruling that all vehicles crossing its borders must have their tanks at least three-quaters full of fuel.

However, he said, if these vehicles needed to refuel within the 50km radius of the Singapore-Malaysia border, they were allowed to buy not more than 20 litres of fuel.

Foreign cars fuel limit

Foreign cars limited to 20 litres of fuel to curb smuggling

Foreign-registered vehicles will only be allowed to pump a maximum of 20 litres of fuel when travelling within a 50km radius from the border, said Domestic Trade, Co-operative and Consumerism Mini­ster Datuk Seri Ismail Sabri Yaakob.

Enforcement authorities at the checkpoints were also directed to ensure such vehicles leave the country with no more than 20 litres of fuel in the tank, he said.

Ismail added that the directive would be implemented soon.

Ministry officers were in the midst of issuing a circular on the matter to petrol stations in the affected areas in Kedah, Kelantan, Johor, Sabah and Sarawak, he said.

“This measure is to curb the increasing cases of fuel smuggling, as the prices for fuel are subsidised and cheaper in Malaysia compared to those prices set by neighbouring countries such as Thailand, Singapore and Indonesia,” he said.

Ismail said for RON 95, it was sold at RM1.80 a litre in the country compared to RM4.01 in Thailand, RM4.31 in Singapore, RM2.26 in Indonesia and RM5.42 in the Philippines.

“It is unfair if foreigners get to enjoy the fuel subsidy provided by the Government,” he told reporters at the Parliament lobby here yesterday.

He said the decision to limit the sale was made under the Control of Supplies (Prohibition of Export) 2000 Regulation.

Ismail warned that petrol station operators caught selling fuel exceeding 20 litres to foreigners risk facing action from the ministry, such as having their licences withdrawn.

In May 2008, the then Domestic Trade and Consumer Affairs Minister Datuk Shahrir Samad had barred petrol stations located in border states like Johor and Perlis from selling petrol and diesel to foreign-registered cars.

However, this ban was subsequently rescinded following complaints.

Travellers advised to plan journey when using land checkpoints

With the National Day holiday coming up on 9 August 2009, traffic flow through the land checkpoints at Woodlands and Tuas is expected to be heavy over the coming long weekend. For departures, the traffic build-up is expected to start from Thursday (6 August). For arrivals, traffic is expected to be particularly heavy on Sunday and Monday (9 and 10 August). Travellers intending to use the land checkpoints during the peak periods should take note of the following messages.

Travellers Have a Part to Play

2 The best way to avoid the congestion is to adjust your travel plans and avoid the peak periods altogether. With enhanced security checks, traffic build-up is inevitable, particularly when a large number of travellers want to use the checkpoints at the same time.

3 If you really need to travel during the peak periods, you can play a part to ease congestion at the land checkpoints by maintaining lane discipline. To avoid the congestion at the checkpoints, you are also encouraged to car-pool or make use of public transport. Singaporean travellers with valid passports and who are registered with the National Registration Office can use the eIACS (Enhanced Immigration Automated Clearance System) lanes at the Bus Halls for immigration clearance. The eIACS allows you to clear immigration through automated lanes within 12 seconds at no additional cost.

4 Travellers are reminded to ensure that they are carrying their own passports before presenting themselves for immigration clearance at the checkpoints. ICA has detected a number of cases where travellers presented the wrong passports for immigration clearance. This has affected clearance efficiency and caused inconvenience to other travellers.

5 In addition, travellers should also make sure that they do not bring unlawful or prohibited goods into Singapore. The list of controlled and prohibited items is set out on ICA’s website http://www.ica.gov.sg.

6 Travellers departing Singapore by land will be able to know in advance the traffic situation at Tuas and Woodlands Checkpoint from the LTA's Expressway Monitoring & Advisory System (EMAS) installed along AYE and BKE respectively. You can also call the traffic information hotline at 6863-0117, listen to TrafficWatch on the radio or visit LTA's One Motoring website (http://www.onemotoring.com.sg) to check on the latest traffic conditions at the land checkpoints before embarking on your journey.

Singapore confirms 91 new H1N1 cases, bringing total to 969

The Health Ministry (MOH) says it plans to stop listing affected countries on its website soon, as more countries stop reporting their cases.

It also says travel advisories are becoming less useful, as the risk of picking up the virus at home or overseas has evened.

It adds that the virus strain remains mild, except for high—risk individuals with underlying medical conditions where complications and even deaths can occur.

S’pore confirms 89 new H1N1 cases

S’pore confirms 89 new H1N1 cases, bringing total number to 454

Singapore has confirmed 89 new cases of H1N1, bringing the total tally to 454 confirmed cases.

The Health Ministry said in addition to these 89 new cases, 53 other cases were pending investigation on Friday.

Of these 142 cases, 65 have been investigated. They comprise 34 local cases, 31 imported cases, while the remaining 77 cases are still being investigated.

Singapore confirms 50 new H1N1 cases

Singapore has confirmed 50 new cases of Influenza A (H1N1) infections.

This includes a new cluster of three cases at Pulau Tekong Camp, all of whom are full-time national servicemen.

Five more new cases came from nightspot Butter Factory, while Republic Polytechnic reported eight new cases. Maju Camp also reported four new H1N1 cases.

The total number of confirmed cases now stands at 365.

In addition to the 50 new cases, 48 other cases were pending investigation on Thursday.

7 more H1N1 cases bringing total to 42

An 11-year-old girl from a school in Kuala Lumpur is among seven new confirmed Influenza A (H1N1) cases in the country bringing the total to 42.

The Health Ministry also announced that among the seven cases, one was locally transmitted but did not provide further details.

Singapore has confirmed 26 new cases of H1N1 including three who appear to have acquired their infections in Singapore.

22 cases involve travellers returning from other countries while another case is a close contact of an earlier confirmed case.

The new cases bring the total number of infected people in Singapore to 103.

Singapore confirms 17 new cases of H1N1

Singapore confirmed 17 new cases of Influenza A(H1N1) today, the biggest number so far reported in a single day, bringing the toll of confirmed cases to 66.

The majority of the new cases or 10 are Singaporeans and permanent residents, while the rest are an Australian woman and two Filipino domestic helpers, and four foreign males – a Chilean, an Australian and two Americans, including a five-year-old boy who was on transit from California enroute to Chennai, India.

The cases whose ages range from five to 53, had been travelling in the Philippines, the United States, Europe and Australia since last month and arrived in the city-state this week.

In its latest update tonight, the Health Ministry said all the new cases were travellers returning from countries with known community transmission of H1N1.

Hungary to close embassy

Hungary to close embassy in Malaysia

Hungary has confirmed that it is closing its embassy in Malaysia.

Its deputy Head of Mission here, Robert Papp, told Bernama in a telephone interview Wednesday that Hungary’s Foreign Ministry had informed Wisma Putra on the decision.

He declined to give details when asked about the closure date and which of Hungary’s missions would be in charge in Malaysia.

Located at Menara Tan & Tan in Jalan Tun Razak here, the Hungarian embassy has three staff and is headed by ambassador Tamas Toth.

First locally-transmitted case confirmed

A 17-year-old girl admitted to the Kuala Lumpur Hospital has been identified as the first locally transmitted A(H1N1) case in Malaysia.

Health Ministry director-general Tan Sri Dr Ismail Merican said authorities identified the case as due to local transmission after finding out that the teenager had not visited any of the countries where a flu pandemic had been declared.

He said the girl went to the Universiti Malaya Medical Centre (UMMC) at about 10am on Monday to seek treatment after developing a fever and was later sent to the Kuala Lumpur Hospital.

49 H1N1 flu cases in Singapore

H1N1 flu cases in Singapore rise to 49

Singapore’s Health Ministry (MOH) has warned that the risk of the H1N1 flu spreading in the community has risen with the detection of two new cases.

The total number now stands at 49.

All of the confirmed cases, except one who was a close contact of a confirmed case, are imported cases with a travel history.

The Ministry noted that unlike the earlier imported cases, a number of recent cases had engaged in extensive community activities such as working, shopping and participating in mass activities since their arrival in Singapore.

Some even travelled here, even though they were unwell prior to departure.

Johor to discuss with PM's Dept on third bridge issue

The Johor state government will work with the Prime Minister’s Department to analyse all aspects in the construction of the third bridge linking Malaysia and Singapore, if it is approved.

Mentri Besar Datuk Abdul Ghani Othman said the project’s location, cost, design and its economic impact are among the factors to be studied.

“The government must thoroughly analyse the project as announced by Prime Minister Datuk Seri Najib Tun Razak.

“I believe Singapore will also conduct its own research before ministerial talks between the two countries begin,” he told reporters after visiting the Iskandar Malaysia project site in Danga Bay here Saturday.

12th H1N1 case in Malaysia

12th H1N1 case confirmed in Malaysia

Another A(H1N1) flu case has been confirmed in the country bringing the total number of cases to 12.

The latest case is of a 19-year-old medical student who had returned after a 17-day holiday in Melbourne.

Health Ministry director-general Tan Sri Dr Ismail Merican said in a statement that the student had returned with three friends on flight MH148 and arrived at 9.21pm on Wednesday.

“The student was not ill upon arrival at the KL International Airport,” he said, adding that the patient started feeling ill only on Thursday and had received treatment at the Universiti Malaya Medical Centre before being referred to the Kuala Lumpur Hospital isolation ward at 5.30pm the same day.

Tests on the student this morning were positive for the A(H1N1) virus.

Singapore confirms 6 more H1N1 cases bringing total to 27 so far

Singapore has confirmed six more H1N1 flu cases. Five of them are children between the ages of three and 15.

Two of them, aged six and seven, are Australian siblings from Melbourne, travelling in a family of five on holiday.

The sixth case is the mother of the three-year-old boy, both of whom are Singaporeans.

The mother and son had gone to Melbourne on holiday on June 3. Another boy, a 12-year-old Singaporean studying in Melbourne returned via Perth on a Tiger Airways flight at 2am on June 8. He later developed symptoms on the evening of June 10.

All travellers had arrived from Melbourne since June 8, except the 15-year-old boy who's a Singaporean studying in the United States.

These cases bring the total number of confirmed cases in Singapore to 27.

WHO declares H1N1 flu pandemic

GENEVA: The A(H1N1) flu crisis has escalated into the world's first influenza pandemic in 40 years, the World Health Organisation declared on Thursday, after infecting tens of thousands of people in 74 countries.

WHO Director General Margaret Chan said the declaration of a "moderate" pandemic should not spark panic and did not mean the death toll from A(H1N1), which currently stands at 144, would rise sharply.

The UN body said it was not recommending the closure of borders nor restrictions in movement of people, goods and services. But it warned the virus was spreading beyond the Americas where it was first detected in April.

"We will be raising our pandemic alert level to level six; and this means that the world is moving into the early days of its first influenza pandemic in the 21st century," Chan told reporters after a meeting of scientific experts.

S'pore remains on yellow alert despite flu pandemic announcement

Singapore's flu alert level will remain at yellow despite the World Health Organisation's (WHO’s) announcement of a global H1N1 flu pandemic.

However, the Health Ministry says Singapore will gradually shift its strategy from stopping the spread of virus to caring for those who fall ill.

The ministry says that with a level six pandemic, the shift to mitigation measures may be inevitable. H1N1 flu cases have so far been reported in 74 countries and it may be a matter of time that there will be community spread in Singapore.

Malaysia's 7th H1N1 case

7th H1N1 patient detected

A female Australian student has been confirmed to be the seventh patient infected with influenza A (H1N1) in Malaysia, said Health Ministry director-general Tan Sri Dr Ismail Merican.

He said the 15-year-old travelled with her mother from Melbourne on AirAsia X D7 2723 and arrived at the LCCT at 7am on Friday.

Her fever was detected when she went through the thermal scanner screening at the airport.

Aunt of H1N1 patient becomes 15th case

SINGAPORE: The Ministry of Health (MOH)has confirmed another H1N1 case, bringing the total to 15 cases so far. The latest case is a 39-year-old Indonesian woman who is the aunt of an earlier case.

She went to Changi Airport to fetch her niece who returned from New York via Frankfurt on Monday. When the niece developed symptoms on Tuesday, the aunt brought her to Raffles Hospital by taxi.

The aunt had been on home quarantine and was given medication, but laboratory results confirmed on Saturday that she has been infected with the H1N1 virus. She has mild symptoms and is in stable condition.

Three of her family members have already been placed on Home Quarantine Order (HQO).

The Health Ministry said although the 15th case was started on chemoprophylaxis when she was served the home quarantine order, it should be noted that she could already have been infected through close contact with her niece prior to taking the medicine.

3 more confirmed H1N1 flu cases

Singapore confirms three more H1N1 flu cases

The second confirmed case is a 43-year-old Singapore Permanent Resident who returned to Singapore from San Francisco via Manila on Tuesday (May 26) at 1750 hours.

She was on Singapore Airlines flight SQ 917 and was seated at 33H. She became unwell while on board.

The third confirmed case is a 28-year-old American woman working in Singapore. She returned to Singapore from Honolulu via Tokyo on Tuesday (May 26) at 2353 hours, on United Airlines flight UA 803. She was seated at 33C and became unwell on May 26.

The fourth confirmed case is a 28-year-old Singaporean man who returned to Singapore from Chicago via Hong Kong on May 25 at 0036 hours. He was on United Airlines flight UA 895 and was seated at 55H. He became unwell on May 25.

The Health Ministry has reminded those who have travelled in the preceding 7 days to affected countries to seek immediate medical attention once they develop influenza-like symptoms, and call 993 for an ambulance. This, it said, will help minimise the risk of infecting those around them.

S'pore reports 1st flu case

S'pore reports 1st flu case

SINGAPORE has reported its first patient infected with the new A(H1N1) flu strain. The patient, a 22-year-old Singaporean woman, had been in New York from May 14 to 24, and arrived here on Tuesday morning.

While seated in row 55 on Singapore Airlines flight SQ25, she began to develop a cough, but she passed the thermal scanner at the airport later without being stopped, because she did not have a fever at the time.

Is it safe to travel?

Yes. WHO is not recommending travel restrictions related to the outbreak of the influenza A(H1N1) virus. Today, global travel is commonplace and large numbers of people move around the world for business and leisure. Limiting travel and imposing travel restrictions would have very little effect on stopping the virus from spreading, but would be highly disruptive to the global community.

Influenza A(H1N1) has already been confirmed in many parts of the world. The global response now focuses on minimizing the impact of the virus through the rapid identification of cases, and providing patients with appropriate medical care, rather than on stopping its spread internationally.

Although identifying signs and symptoms of influenza in travellers can help track the path of the outbreak, it will not reduce the spread of influenza, as the virus can be transmitted from person to person before the onset of symptoms.

Scientific research based on mathematical modelling shows that restricting travel would be of limited or no benefit in stopping the spread of disease. Historical records of previous influenza pandemics, as well as experience with SARS, validate this.

Two Malaysian H1N1 flu patients recovering

A 21-year-old Malaysian student tested positive for the virus on his return from New York. He was admitted last Friday to the Sungei Buloh Hospital outside the capital, Kuala Lumpur.

His girlfriend continued her journey to Penang, via budget carrier AirAsia. She tested positive a day later.

Authorities launched an immediate search for all who had come into contact with them. That includes passengers on Malaysian Airlines MH 091 from Newark via Sweden, and AirAsia flight AK 5358 from Kuala Lumpur to Penang.

INFLUENZA A (H1N1)



Since the outbreak of Influenza A (H1N1), more than 8,000 people in 36 countries have been affected. Malaysia is now one of the 36 countries listed by the World Health Organisation (WHO). The Influenza A (H1N1) has also caused more than 60 deaths. Of the 36 affected countries, more than 95 percent of reported cases came from 5 countries, namely the United States, Mexico, Canada, Spain and Britain. A significant portion of fatalities caused by the Influenza A (H1N1) originates from these 5 countries.


With the drastic spread of the Influenza A (H1N1) virus, the World Health Organisation (WHO) has raised its pandemic disease alert level to “Phase 5” signaling that a pandemic threat is imminent.


The Ministry of Foreign Affairs of Malaysia wishes to advise that all Malaysians planning to travel overseas especially visits to the affected destinations to take extra precautionary measures by:


1. Deferring all non-essential travel to the affected destinations;

2. Postponing their travel plan to hardest hit places in the 5 above mentioned countries;

3. Consulting their physician for the seasonal flu vaccination, should overseas travel be necessary;

4. Obtaining the latest information on the outbreak and new affected destinations prior to departure;

5. Adhering to the local health guidelines including movement restrictions or preventive recommendations at their intended destination;

6. Avoiding contacts with affected persons;

7. Covering and protecting themselves with facial masks;

8. Ensuring personal hygiene with the regular use of detergent and water or alcohol based hand gel;

9. Contacting the local health authority when influenza like illness is suspected on oneself and as much as possible avoiding contact with other persons by confining themselves to their hotel room; and

10. Informing the nearest Malaysian Missions, their temporary address and contact numbers while abroad for facilitation of further assistance in times of need.
